The Mindanao Institute of Journalism, Inc. is looking for a Project Finance Officer.

Background
Mindanao Institute of Journalism (MIJ) is a non-stock, non-profit organization founded by, and composed of, independent, professional journalists who believe in people empowerment through media. MIJ has been active in Mindanao, including the provinces now comprising BARMM, for more than 20 years. MIJ’s news service arm is MindaNews founded in 2001.
MIJ under the funding support of the European Union is a consortium partner of International Media Support implementing the project, “Media Impact Philippines: Safeguarding and Strengthening Local and National Media in the Public Interest (2024-2026)”, to ensure audiences in the Philippines have access to relevant and reliable information that informs them about their rights and enhances their possibilities to participate actively in democratic processes with a particular attention to the BARMM and the election in 2025, as its overall programme objective.
Duties and Responsibilities:
The Project Finance Officer will be responsible for funds monitoring, invoicing and disbursement, accounting/bookkeeping, payroll, financial reporting and custodianship of finance files.
- Funds Monitoring
- In coordination with the MIJ Finance Manager, monitor project funds during the Action period.
- Invoicing and Disbursement
- Maintain petty cash and making petty cash disbursements;
- Process staff advances ensuring proper approvals and documentation;
- Monitor and ensure advances are liquidated on time and accurately;
- Prepare payment vouchers in support of payments for project activities and suppliers invoices confirming such payments are in accordance with the laid down procedures and policies, accurate, complete, adequately supported by all underlying appropriate documents, correctly coded to appropriate expenses and tracking code and project code;
- Review sub-grantees/third-party support financial documents in consultation with MIJ Finance Manager;
- Process payments to suppliers, vendors and employees.
- Accounting
- Raise journal vouchers or adjusting journals for necessary reviews and approvals;
- Provide support in compiling and submission of the monthly financial reports and bank reconciliations package for the project;
- Address monthly financial reports review comments raised by the MIJ Finance Manager in relation to travel and activity advances, journal entries & respective liquidations;
- In-charge of bookkeeping by keeping track of the project financial transactions, encoding of daily transactions, and reports as needed by the Project Lead and MIJ Finance Manager.
- Payroll
- Prepare calculations of staff payroll, including timesheet tracker summary, tax withholding and mandatory contributions to government funds;
- Remit withheld tax and mandatory contributions monthly.
- Others
- Assist in regular reviews/audits by applicable review/audit group(s), in coordination with the MIJ Finance Manager;
- Ensure adequate filing of all finance files;
- Perform other duties assigned by the supervisor.
Working Conditions
- Occasional travel to project site and other related locations.
Qualifications
- Bachelor’s degree in Accountancy or equivalent;
- At least 3 years of experience in financial management, budgeting and accounting, preferably within a non-profit organization environment;
- Knowledge on Philippine taxation and mandatory contributions
- Proficient in Quick Books and MS Office
- Strong financial acumen and analytical skills
- Results-oriented, team player and has excellent interpersonal skills and has initiative and can work with little supervision.
