KIDAPAWAN CITY (MindaNews/27 April) – The disbursing officer of the Kidapawan City government who went missing in July 2012 after he allegedly embezzled P6 million intended for salaries of at least 2,000 job order employees and honoraria for hundreds of barangay tanods has been ordered dismissed from government service
Citing an order from the Ombudsman, Magda Bernabe, the city’s human resource development officer said disbursing officer Darwin Loyola has been dismissed for grave misconduct and dishonesty.
Bernabe also cited reports from the Commission on Audit (CoA) that Loyola has yet to liquidate some P75 million cash advances.
Loyola remains missing.
“We were told he is hiding somewhere in Zamboanga peninsula, but that has yet to be confirmed,” said Bernabe.
Bernabe said the CoA reports were used as basis of the Ombudsman to order Loyola’s dismissal from government service. It also ordered the forfeiture of Loyola’s retirement and other benefits.
Aside from administrative cases, Loyola is also facing graft and corruption charges, said Bernabe.
She said the city government charged Loyola with violation of graft and corrupt practices in 2012 for his failure to pay on time the job order employees and barangay tanods of City Hall .
Aside from Loyola, the Ombudsman also ordered the suspension for one month of another City Hall employee, acting city accountant Ian Golosino, who resigned in December 2012.
Golosino, according to the Ombudsman’s order, was found guilty of ‘simple misconduct’ for allegedly allowing Loyola to advance some cash from the city government even if he had outstanding obligations.
Golosino, however, told Ombudsman that even before he assumed the post in early 2012, Loyola had already accumulated millions of unliquidated cash advances. (MindaNews)
