ZAMBOANGA CITY (MindaNews/23 Nov) – All the personnel of Police Station 10 here were ordered to undergo a 45-day retraining after the regional police office found security lapses that led to the abduction of a public school teacher.
Chief Supt. Napoleon Estilles, Police Regional Office-9 (PRO-9) director, initiated an investigation why there was delay in response by the policemen when the gunmen barged into the residence of Flordeliza Ongchua, 48, and seized the teacher from her residence in Barangay Labuan.
The incident, he said, could have been prevented had the policemen in the area quickly responded and confronted the kidnappers, he added.
Ongchua was abducted by a group of gunmen shortly after 7 p.
m. of Nov. 13.
Even the City Peace and Order Council (CPOC) noted why it took the policemen 40 minutes to respond.
Ongchua, a teacher at the Labuan Elementary School, lives 600 meters away from the headquarters of Police Station 10.
The 45-day retraining started Thursday at the Regional Support Training Unit-9 (RSTU-9) at Camp Abendan in Barangay Mercedes here.
Estilles, however, said the back-to-basic training is not a punishment but it will remind the policemen of their duties and responsibilities as law enforcers and protectors of the civilian populace. (MindaNews)
