Outside the Provincial Capitol, in what is perhaps the only thing that signifies election, male employees are transferring empty ballot boxes into a police vehicle, bound for Talayan, a few kilometers away.
Along the 42-kilometer stretch of the highway from the boundary of Sultan Kudarat to the boundary of Maguindanao, there are no signs of an election campaign. No posters on the walls or fences, no streamers, no tarpaulins, no handouts.
Like in the May 2007 local and senatorial polls, most candidates for Monday's barangay and Sangguniang Kabataan elections are running unopposed.
