Decommissioned combatants of the Moro Islamic Liberation Front (MILF) watch President Rodrigo Duterte on video as he delivers his speech during the launch of the second phase of the decommissioning of MILF weapons and combatants inside the gym of the old provincial capitol in Simuay, Sultan Kudarat on September 7, 2019.
