DAVAO CITY (MindaNews / 18 Nov) — Region 12, comprising the provinces of South Cotabato, North Cotabato, Sarangani, Sultan Kudarat, their 45 towns and the cities of General Santos, Koronadal, Kidapawan, Tacurong and Cotabato, tied nationwide with Region 1 (Ilocos region) and topped Mindanao’s six regions by passing, 100%, the 2017 Good Financial Housekeeping criteria of the Department of Interior and Local Government as of October 31, records from the DILG show.
Second placer in Mindanao is Region 13 or Caraga with 99% passing rate. Caraga is also the second placer among the country’s 17 regions.
Region 11 or the Davao provinces in Southeastern Mindanao placed third with 98% followed by Region 9 or Western Mindanao with 92%, Region 10 or Northern Mindanao with 91% and the Autonomous Region in Muslim Mindanao at 51%. ARMM posted the lowest in the entire country.
The Good Financial Housekeeping is a component of the Seal of Good Local Governance (SGLG). To earn a GFH, a local government unit must have an Unqualified or Qualified Commission on Audit opinion for the previous year and full compliance with the Full Disclosure Policy (FDP).

Caraga comprises the provinces of Agusan del Norte. Agusan del Sur, Surigao del Sur, Surigao del Norte, and Dinagat Islands, and the cities of Butuan, Cabadbaran, Bayugan, Bislig, Surigao and Tandag, all of which passed the criteria. Sixty-six of the region’s 67 towns also passed.
Region 11 comprises the provinces of the four Davao provinces — del Norte, del Sur, Occidental, Oriental and Compostela Valley and the cities of Davao, Panabo, Tagum, Samal, Digos and Mati. All six cities and 43 towns passed. But Davao del Sur province was not among the passers.
Region 9 comprises the three Zamboanga provinces — del Norte, del Sur, Sibugay — and the cities of Zamboanga, Dipolog, Dapitan, Pagadian and Isabela. Pagadian and Isabela are not on the list of passers. The region’s 63 of 67 towns passed.

Region 10 has five provinces — Bukidnon, Lanao del Norte, Misamis Occidental, Misamis Oriental and Camiguin — and the cities of Malaybalay, Valencia, Iligan, Tangub, Ozamiz, Oroquieta, Cagayan de Oro and Gingoog. Iligan is not on the list of passers. Seventy six of the region’s 84 towns passed.
ARMM has five provinces — Basilan, Lanao del Sur, Maguindanao, Sulu and Tawi-tawi – and the cities of Marawi and Lamitan. Isabela, a city located in Basilan, is under Region 9.
