Only a few applicants for driver’s license show up at the Land Transportation Office in Surigao del Norte on Thursday afternoon (November 26, 2015).

The new LTO order requiring applicants to obtain clearances from the National Bureau of Investigations and Philippine National Police has been blamed for the drop in the number of applicants.

The DOTC has ordered the suspension of the new requirements.
