Hapipa Albani, a fortyish Sama Badjau in Maluso, Basilan, and all her children have no birth registration. The municipal government is working with the UN High Commissioner for Refugees, UNICEF, Community and Family Services International, and Relief International to provide her and other Sama Badjau access to registration and economic uplift.
