Mayor Vicente Y. Emano made this disclosure after he personally witnessed the historical signing by President Arroyo at about 11:30 in the morning at the Malacanang Palace.
“I am glad that it was finally approved because it will mean better and improved services for the growing population of the city,” Emano pointed out.
Emano said the creation of a second congressional district in the city will mean more voices to carry the sentiments of the Cagayanons before the Congress.
It may be recalled that the Senate approved during its last plenary session last week the creation of a second congressional district in the city by splitting the present lone district.
With the signing, the P10 million budget for the said district was readied by the Commission on Elections (Comelec).
The mayor expressed his gratitude to the President, Congressman Constantino Jaraula, who is the principal author of the bill, and city councilor Jose Benjamin Benaldo who went with him at the Palace signing.
He also thanked the City Council, led by Vice Mayor Michelle Tagarda-Spiers, for lobbying the speedy passage of the bill during a Senate committee hearing.
He also thanked Senate committee on local government chairman Senator Alfredo Lim, Senator Joker Arroyo and Senate President Manuel Villar for their support in the passage of the said bill.
The creation of the city;’s second district will pave the way for the election of two House representatives for the city in Congress and 16 city councilors at the local legislative branch. (City Information Office)
