Supt. Chino Mamburam, city police director, said Ibarra was one of the masterminds of the bombing of the public terminal in Midsayap, North Cotabato May 6 last year. Of the eight people injured, three were children.
Ibarra was arrested based on the warrant of arrest issued by Judge Lily Laguindanum of the Regional Trial Court Branch 24 in Midsayap, North Cotabato, under Criminal Case Number 08-392, due to violation of Republic Act 9372 or the Human Security Act. It is reportedly the first case filed on the strength of the HSA.
Mamburam said they conducted surveillance on Ibarra starting last week when a resident of Barangay Balabag tipped the police. He was eventually arrested in the adjacent Barangay Perez 10 a.m. Wednesday.
The police chief said Ibarra’s hiding place in Barangay Perez is situated at the foot of Mt. Apo.
Ibarra, in the investigation, reportedly admitted his ties to the Al Khobar Group, which has claimed responsibility over some of the bombings in southwestern Mindanao.
Police said Ibarra named the leaders of the group, including Musali Cado, also known as Dyanggo, who escaped from the Kidapawan City Jail last January. (Malu Cadeliña Manar / MindaNews)
